Disaster Planning. Mission Continuity. Operational Readiness.

Your mission doesn't pause for emergencies, leadership changes, or oversight cycles. Your operational systems shouldn't either.

Operational Readiness System

CGS uses a structured four-phase system to help agencies transform regulatory requirements into real operational capability.

Operational risk review, compliance posture evaluation, and program gap identification.

Assess

Development of structured plans, operational frameworks, and documentation systems.

Build

Tabletop exercises, drills, and validation testing to ensure programs perform during real events.

Exercise & Validate

Long-term program support, documentation control, and operational continuity reinforcement.

Sustain

Drew Dunham

Federal programs don't fail because of bad policy — they fail because corrective actions don't close, continuity plans sit untouched between exercises, and nobody owns the system once leadership turns over.

Drew Dunham spent 12 years in the U.S. Coast Guard as a Boatswain's Mate First Class — conducting vessel inspections, coordinating ICS-based emergency response, managing compliance programs, and preparing units for re-inspection under FORCECOM and CG-CVC oversight. He worked where gaps aren't theoretical: they show up as open findings, missed COOP activation timelines, and emergency plans that fall apart the first time someone tries to execute them.

He founded Coastal Guardian Solutions to solve the problem he watched repeat for a decade: programs that reset every time the command turned over. The COOP binder gets inherited. The corrective action register goes stale. The new commander is six months from an inspection and nobody can explain what any of it means.

CGS builds the systems that survive that turnover. Emergency preparedness plans that actually function during activation. Corrective action workflows that drive findings to closure. Oversight programs that can demonstrate they work — because someone built the measurement framework and cleared the backlog before the next review cycle. Documentation frameworks that keep programs assessment-ready through leadership changes, oversight cycles, and continuous operational pressure. The model is straightforward: Assess, Build, Exercise & Validate, Sustain.

Drew holds PMP, FEMA Master Continuity Planner, and Lean Six Sigma Black Belt certifications. CGS is a certified SDVOSB — built to keep federal agencies ready before the emergency, through the inspection, and after the leadership changes.

About

About Coastal Guardian Solutions

Coastal Guardian Solutions was built from 12 years inside Coast Guard operational environments — emergency response, vessel inspections, ICS-based operations, continuity planning, and corrective action cycles that don't wait for you to get up to speed.

The problem we kept seeing was the same everywhere: COOP plans that hadn't been tested with the current team. Corrective actions that stayed open because nobody owned them after the last commander left. Oversight programs that couldn't demonstrate they worked because no one built the measurement framework. Programs that looked fine on paper until the activation, the inspection, or the leadership transition exposed what was actually there.

CGS exists to fix that. We build emergency preparedness programs that function during the disruption, corrective action systems that drive findings to closure, and documentation frameworks that hold up — through leadership transitions, oversight cycles, and OIG review. Every deliverable maps to a documented finding. Every engagement starts bounded, fixed-price, and measurable.

The model: Assess, Build, Exercise & Validate, Sustain.

Built to keep federal agencies ready — before the emergency, through the inspection, and after the leadership changes.
