About Us

Oversight-Ready Programs | Inspection-Defensible Execution | Continuity Under Pressure

CGS builds operational readiness systems that hold up under GAO, OIG, and inspection scrutiny — not just on paper, but in execution.

Mission Statement

Keep federal programs ready — before the inspection, through the transition, and after the leadership changes.

Vision Statement

To be the operational readiness partner federal programs trust when the inspector shows up, the command turns over, and the corrective actions need to be closed.

Our Story & Core Values

CGS was built from 12 years inside Coast Guard inspection environments — vessel inspections, ICS-based operations, maritime safety programs, and corrective action cycles that don't wait for you to get up to speed.

The problem we kept seeing was the same everywhere: programs that worked fine until someone transferred, documentation that existed but couldn't survive scrutiny, and corrective actions that stayed open because nobody owned them after the last commander left.

CGS exists to fix that. We build oversight systems that hold up — through leadership transitions, through inspection cycles, and through the next OIG review. Every deliverable maps to a documented finding. Every engagement starts bounded, fixed-price, and measurable.

As a Service-Disabled Veteran-Owned Small Business (SDVOSB), CGS applies the standards of accountability, reliability, and professionalism expected in uniformed service to every engagement. Our values guide how we design solutions, integrate with client teams, and measure long-term performance durability.

Integrity

We deliver objective assessments grounded in what the evidence actually shows — not what the program hopes it shows.

Service

We close findings, reduce audit exposure, and build systems that keep programs performing under oversight pressure.

Accountability

Every engagement has defined deliverables, measurable outcomes, and an owner. If it can't be measured, we don't claim it.

Reliability

We deliver on time, within scope, and structured to integrate without disrupting operations already under strain.

Excellence

Disciplined structure and consistent execution — because the inspector doesn't adjust expectations based on who just transferred

Innovation

We replace person-dependent program knowledge with documentation systems that don't degrade when the billet turns over.

Founder & CEO

Drew Dunham

Drew Dunham is a U.S. Coast Guard veteran with 12 years of operational experience in maritime safety, vessel inspections, environmental compliance, and ICS-based response operations. He has worked inside the inspection cycle — executing corrective action tracking, managing oversight documentation, and coordinating reinspection evidence under FORCECOM and CG-CVC assessment conditions.

He founded CGS to solve the problem he watched repeat for a decade: programs that reset every time the command turned over. CGS builds the oversight systems, corrective action registers, and documentation frameworks that keep programs assessment-ready regardless of who is in the billet.

Drew holds PMP, FEMA Master Continuity Planner, and Lean Six Sigma Black Belt certifications. CGS is a certified SDVOSB structured for simplified acquisition and direct award.
